To unlock either blooper or hammer bro defeat star battle mode. To unlock the other character beat the star battle mode agian with the character you already unlocked.

To unlock the shop to the left of the mini stage, where you can play with your little figurines that you bought at the special stand, you have to unlock Hammer Bro. and Blooper. To unlock the other shop complete Star Battle with everybody including Hammer Bro. and Blooper.

beat star battle mode to unlock one of them at random then play through star battle again as the person you unlocked to get the other

Minigame Wagon
When you beat Star Battle mode, you can buy minigames in the Minigame Wagon. This is helpful if you feel impatient to or if you do not want luck to try and and get a certain minigame for you on a game board.

You'll need to trade Carnval Cards at the Fun Buzaar to Unlock the following stuff.
